The Philippine Agricultural Development and Cultural Corporation (PADCC), a government-owned and controlled corporation, whose function is to provide credit facilities and technical assistance to farmers, has agreed to act as underwriter for PCIC. The Memorandum of Agreement was signed last December 10, 2009, just after the Monthly Board Meeting of the PCIC Board of Directors. The MOA was signed by PCIC President Atty. Jovy C. Bernabe and PADCC President Mr. Marriz B. Gabon.

Also present during the MOA Signing were PCIC Board of Directors, Asec. Eduardo Nolasco (representing DA Sec. Arthur Yap), Gilda Pico (Landbank President), Dir. David Villanueva (Visayas), Dir. Apipa Dimaporo-Marohombsar (Mindanao), PCIC Acting Senior Vice President Norman Cajucom and PCIC RO 12 Regional Manager Elias Catulong.
