The Philippine Crop Insurance Corporation (PCIC), through its Bids and Awards Committee (BAC), invites interested bidders to apply for eligibility and to bid for the hereunder project/contract:

Name of Project: Construction of Two (2) Storey Office Building

Location : Regional Government Center, Carig Sur, Tuguegarao City, Cagayan

Approved Budget for the Contract (ABC) : PhP 14,500,000.00 (Fourteen Million Five Thousand Pesos)

Delivery Date : As specified in the Notice to Proceed

Bidding will be conducted through open competitive bidding under the Revised Implementing Rules and Regulations (RIRR) of RA 9184, otherwise known as the Government Procurement Reform Act, using non-discretionary “pass/fail” criteria as specified in the IRR-A of RA 9184. The prospective bidder must have an experience of having completed a single contract that is similar to the contract to be bid and whose value must be at least fifty percent (50%) of the Approved Budget for the Contract.Only Bids from Bidders who pass the eligibility check will be opened. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the Project.The following schedule of activities shall be strictly followed:Posting of the Invitation to Bid : July 29, 2015
Issuance of Bid Documents : July 29, 2015 – August 31, 2015
Pre-Bid Conference : August 7, 2015 at 2:00PM
Submission and Opening of Bids : August 31, 2015 at 2:00PM
Bid Evaluation : August 31, 2015- September 1, 2015
Post-qualification : September 7, 2015
Notice of Award : September 14, 2015

The BAC through its Secretariat, headed by MS. Tomasa P. Pattugalan, Administrative Officer III, Philippine Crop Insurance Corporation, Regional Office II, 3F LBP Building, Bagay Road, Tuguegarao City, Cagayan with Tel. Nos. (078) 844-1940/375-2588, shall issue to the interested bidders the Bidding Documents from July 29, 2015 – August 31, 2015 (Monday thru Friday 8:00AM- 5:00PM only), upon payment of a non-refundable amount of Fifteen Thousand Pesos (PhP 15,000.00).

Only suppliers/contractors who purchased the Bidding Documents shall be allowed to attend the scheduled Pre-Bid Conference to be held at the PCIC Regional Office II, 3F LBP Bldg., Bagay Road, Tuguegarao City, Cagayan. The Bids of interested bidders must be submitted to the BAC Secretariat on or before the scheduled Opening of Bids. Late bids shall not be accepted. Bids will be opened in the presence of the Bidders/ representatives who choose to attend at the scheduled Opening of Bids. Any effort by a bidder to influence the Procuring Entity in its decision in respect of bid evaluation, bid comparison or contract award will result in the rejection of the Bidder’s bid.

The PCIC BAC reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
