INVITATION TO BID/REQUEST FOR EXPRESSION OF INTEREST
SECURITY  SERVICES

The Philippine Crop Insurance Corporation (PCIC), through its Bids and Awards Committee (BAC), is inviting bids from responsible Contractors for the provision of Security Services for the period April 1, 2015 to March 31, 2016. These Contractors shall comply with the eligibility requirements as prescribed by the PCIC Bids and Awards Committee (PCIC BAC).

The Approved Budget of the Contract (ABC) is NINE HUNDRED SIXTY THOUSAND PESOS, ( P960,000.00) and the Source of Fund is the PCIC Corporate Operating Budget.  The schedule of activities is as follows:

ACTIVITIES	SCHEDULE
1. Issuance of Bid Documents	February 12, 2015 to March 8, 2015  between 8:00 A.M. and 5:00 P.M.&  March 9 2015 up to 10:00 A.M.
2. Pre-bid Conference	February 23  2015,  10:00 A.M.
3. Submission and Opening of Bids	March 9,  2015, 10:00 A.M.

A complete set of Bidding Documents may be obtained by interested bidders at the PCIC Administrative Department, 7th Floor Bldg. A, NIA Complex, EDSA, Diliman, Quezon City, upon payment of a non-refundable amount of P1,000.00 to the Treasury Division, PCIC.  Only those who have purchased the Bidding Documents shall be entitled to attend the Pre-Bid Conference.

Sealed bids shall be submitted to the PCIC BAC Secretariat and must be accompanied by a Bidder’s Bond in the form of cash, manager’s/cashier’s check equivalent to 2% of the ABC, or surety bond in the sum equivalent to 5% of the ABC.

Bidding will be conducted at the PCIC Conference Room in the presence of the Bidders and/or authorized representative thru open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of the “Government Procurement Reform Act” (RA 9184).  Late bids shall not be accepted.

Bidders must have completed, within the period specified in the Invitation to Bid, a single contract that is similar to the contract to be bidded the value of which is at least equivalent to 50% of the ABC.

The PCIC reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
